ICT for General Elections 2019

App Name: Suvidha Nodal
Details: Nodal Officer App is based on the Android platform. This app is very useful for the nodal officers. Nodal officer of departments including Fire, Revenue, PWD, Police Department will get new permission requests. They can give objection/no objection to the permissions & upload their status by using the app. Nodal officer will automatically assign and get push notification at permission applied time. The Nodal App allows officers to take immediate action i.e objection or no objection to candidate permissions along with comments and attachment(optional). All permissions are divided into three sections New, Overdue and Replied. The new list consists of new permissions which need to be responded within 24 hours of expiration. It also consists of permissions accepted and rejected by the Returning Officer. The Overdue applications consist of the permissions which are already expired. After nodal Officers action, these permissions are then sent to Returning Officer. The returning officer can accept or reject the permission along with the attachment. In case Nodal Officer doesn’t take action to particular permission, RO can directly take action in that case.

App Name: cVIGIL
Details: cVIGIL provide time stamped evidentiary proof of model code of conduct / Expenditure Violation, having live photo/video with auto location data. This unique combination of time-stamping, live photo with auto location can be fairly relied upon by election machinery to navigate to the right spot and take prompt action. The GIS-based dashboard provides strong decision tool to drop and dispose of frivolous and unrelated cases even before they are acted upon, thereby reducing the workload of election machinery on ghost complaints.
Presently there is a lack of fast information channel to transmit and track complaints on MCC violations. Delay in reporting of Model Code of Conduct (MCC) violations has often resulted in the culprits escaping detection from the flying squads of election commission entrusted to ensure enforcement of Model Code of Conduct. Further, lack of any documented, untampered, evidence in the form of pictures or videos was a major hurdle in establishing the veracity of a complaint ex-post facto. The Commission’s experience has also shown a significant percentage of reporting was false or inaccurate, which led to wastage of precious time of Field Units.
The new cVIGIL app launched by Election Commission of India is expected to fill in all these gaps and create a fast-track complaint reception and redressal system. ‘cVIGIL’ stands for Vigilant Citizen and emphasizes the proactive and responsible role citizens can play in the conduct of free and fair elections.
Citizens are, encouraged to use the ECI main website for lodging the other type of complaints or call the National Contact Centre at 1800111950 or State Contact Centre at 1950 for other complaints.

Observer App
Details: Observer mobile app aids Observers in the real-time to get all information about the Parliamentary / Assembly Constituency and send observation reports to ECI instantly and securely. All cVIGIL cases reported in their jurisdiction are available to General Observers, Expenditure and Police Observers and they can give their inputs too from the place of citing of cVIGIL incidence.
Role Of Observer:
It is meant for general observers, expenditure observers, police observers
Observers can observe the cases falling under their jurisdictions
Give observation after the investigation is complete by FST.
An observer can comment only after the Field Unit has submitted ‘action taken’ reports on them.

Voter Helpline App
Details: Taking forward its continuous efforts of building an active democratic citizenry in the country, Election Commission of India has undertaken a new initiative by designing a Mobile Application for developing a culture of avid electoral engagement and making informed and ethical ballot decisions among citizens of the country. The app aims to provide a single point of service and information delivery to voters across the country. The app provides following facilities to Indian voters:
A. Electoral Search (#GoVerify your name in the electoral roll)
B. Submission of online forms for New Voter Registration, shifting to a different

PWD App
Details: The Election Commission of India is working towards easing the voter identification and registration process for people with disabilities (PwDs) by offering them customized services. Under a new programme, PwDs need to share their essential details with Election Commission via call service numbers, or a specially designed app that they can easily download on their android phones.
For requesting any electoral services, the first time voters will have to disclose their name, address and mobile number along with their State, District & Assembly Constituency while the registered voters will have to provide their EPIC number mentioned on the top of their voter id card. Once they do that, a booth level officer will visit them at home to fulfill the rest of the formalities. After that, it’s not long before Voter ID cards are dispatched to their address.
